Board of Trustees meeting held

Pledge of Allegiance: Led by Shari James

 

Trustees Present:† Shari James, Cade Baligad and Brad Newlon.† Jeff James was on a wild land

fire and David Bourne was on vacation.† Shari James acted as chairperson.

 

Also Present:† Bob Spellberg, Dawn Hinds and Mike Rowe.

Staff Reports:

 

District Engineer:† Mike Bennett was on vacation so Bob Spellberg filled by reviewing the Project Tracking schedule.†

 

District Counsel:† Mike Rowe asked the Board if they had any questions on his memo regarding the changes to the open meeting law.†

 

The District was served with a summons and complaint regarding a lien recorded on a foreclosed property, 1220 Monarch Lane, in the amount of $275.50.† The litigation seeks to have the lien expunged.† Bob has asked for the District to be removed from the litigation.† If Bobís request does not produce any results Mike Rowe will call the attorney and see if he can get the District removed from the lawsuit.† Mike does not think it is worth a lot of time but will see if he can preserve the lien on the property at minimal cost to the District.†

 

District Manager:† Bob reminded the Board that the August meeting has been changed to August 12, 2013.

 

Bob told the board that there was a major computer failure in the month of June.† Bob is pricing a new computer and the cost estimate is 25,000 to 30,000 dollars with installation.

Bob will also be looking for a new laptop for the computer room.† The lap top is used to read the Districtís water meters.†

I.†††††††††† For Possible Action: Board discussion and possible action regarding insurance for

the District.† Board discussion followed by Public comment.† Possible action to

accept the Nevada Public Agency Insurance Pool renewal offer for the Districtís

insurance package for fiscal year 2013-2014.† Action Item.

 

Alan Reed was present to review the proposed yearly renewal of the Districtís Insurance Policy.† The Premium increased $534.00 and totaled $25,428.63 for the fiscal year 2013-2014.

II.†††††††† For Possible Action: Board discussion and possible action regarding a request to

take over ownership and maintenance of streets within the Cedar Creek Subdivision.

Board discussion followed by public comment.† Possible action to act on a request to

take over ownership and maintenance of all streets within the Cedar Creek

Subdivision.

 

Bob explained that the Cedar Creek Subdivision was built just before the economic failure.†† At that time the Cedar Creek developer wanted a gated community with a homeowners association, which meant the homeowners association would be responsible for maintaining their own roads.† Because of the economy, Cedar Creek did not build out and was taken over by lenders.† The streets have never been maintained.† Now the cost to maintain those streets for the six residents that live there is very expensive.†

 

Public Comment: Mark Czyzewski owner of 1332 Cedar Creek Circle and Greg Emmers of 1322 Cedar Creek Circle stated that the homeowners association was disbanded in 2007 during the foreclosure on the Subdivision.† The new owners of the lots and homes in the Subdivision were no longer included in the association after foreclosure.† This leaves a heavy economic burden for the 11 people who live in Cedar Creek; they cannot maintain the roads alone.† Cedar Creek homeowners are afraid of future deterioration of the roads because the lenders refuse to take care of anything.† There is no maintenance in the community making it an undesirable place to live, no one wants to build there.† ††

The District Manager to come back with recommendations pro and con in regard to taking over ownership and maintenance of the streets within the

Cedar Creek Subdivision.† Cade Baligad seconded the motion.† Three ayes.

III.††††††† For Possible Action: Board discussion and possible action on request to purchase a

camera for the Districtís sewer pipes.† Board discussion followed by Public Comment.† Possible action to approve the purchase of a camera that will allow the District personnel to inspect the inside of sewer pipes for obstructions and breaks in an amount no to exceed $10,000.00.† Action Item.

 

Bob feels the District will benefit from owning its own sewer camera.† Currently when the District has an issue the District calls a private company which charges $225.00 per hour to camera† a sewer lateral and check for breaks.† In some instances there are emergencies and time is of the essence.† The District now hires the private contractor about 7 to 8 times a year.† If the District had its own camera, some emergencies could be avoided as it would be available to use much more often.† Bob also stated he may be able to get a grant to help pay for the sewer camera.

Bob reviewed his updated debt management plan required by the State of Nevada.† The District has only two revenue bonds and no plans to incur any more debt at this time.

Bob explained that the District has been asked to donate to the annual conference being held this year in Lake Tahoe.† The Town of Gardnerville and Indian Hills GID have also been asked to donate.† $5000.00 is the amount of donation being discussed.†

 

Cade Baligad suggested delaying this item until there is a full board.

Shari James has received a complaint about 1248 Pleasantview Drive, their bushes are blocking the sidewalk.† Bob told her a work order will be made in the morning for a tag to be hung on the door asking them to trim their shrubs.†
